Richard Mackett brings over 25 years of leadership experience across the development, architecture, engineering, construction, and project management sectors. He is a seasoned Strategic Development Advisor recognized for his ability to deliver high-impact, technology-enhanced, and community-aligned solutions for municipalities, Indigenous communities, and institutional clients.

His expertise spans greenfield and brownfield development, mixed-use and multi-family housing, cultural and municipal infrastructure, industrial ventures, commercial office space, and renewable energy projects. He integrates municipal policy, land use planning, stakeholder engagement, and sustainable development into every project, ensuring outcomes are strategically aligned and investment ready.

At the core of Richard’s advisory practice is a commitment to data-driven strategy, municipal innovation, and real estate transformation. Through UPL1FT Consulting, he leads project teams that use proprietary AI-powered tools such as PRism for incentive strategy evaluation and Municipal Prioritization to guide municipalities through complex planning, feasibility, and funding processes.

Richard’s academic foundation includes a Bachelor’s degree in Environmental Science and Geography, a Master’s degree in Architecture, a Certificate in the Management of Technology from the Massachusetts Institute of Technology (MIT), and an Executive MBA in progress. This interdisciplinary background supports his mission to bridge innovation, sustainability, and public value.
